Rep. Ritchie Torres Introduces Legislation to Ensure Gamers Own Their Digital Games

Democratic Representative Ritchie Torres introduced the Power to the Players Act, directing the Federal Trade Commission to regulate digital game ownership. The bill would shift purchases from revocable licenses to true ownership, allowing consumers to keep, transfer, and play games offline if servers shut down. It cites NBA 2K25’s impending single‑player shutdown and upcoming physical‑game discontinuations by PlayStation and Rockstar as catalysts. The legislation aims to protect gamers from losing access to titles they paid for and to preserve digital libraries.

💡 By redefining digital purchases as ownership, the bill could prevent game libraries from disappearing when companies discontinue support, ensuring long‑term access for consumers.
